Silukkuvaarpatti Singam is pretty similar to Velainnu Vanthutta Vellakkaran, the likeable comedy that also starred Vishnuu Vishal. Its only ambition is to be a lighthearted diversion, nothing more nothing less.
The protagonist, Sathyamoorthy aka Sakthi (Vishnuu Vishal) is a low-ranking constable, whose attitude towards his job. The villain, Cycle Shankar (Sai Ravi) is a ruthless gangster, who is on the run from the cops. He comes to Silukkuvaarpatti, the place where Sakthi lives, to murder an ex-minister (Mansoor Ali Khan), but ends up being thrown into prison by the hero - who doesn't know that he is the gangster whom the entire police force is hunting for - over a trivial reason. But Shankar manages to escape and swears to leave the place only after murdering Sakthi.
Silukkuvaarpatti Singam takes a while to get going as it takes its own time to establish the characters and the various conflicts. Given the half-a-dozen sub-plots and the two dozen characters, this seems quite reasonable. And then, the laughs start trickling in, and by the time we reach the intermission, we end up with a handful of funny episodes, like the scene at the police station where the wives of a few men whom the cops have locked up ask the sub-inspector (Livingston) to not let their husbands out, and the one where Sakthi roughs up Shankar not realising who he actually is. There are also a few hilarious characters - Tony (an in-form Yogi Babu), the cousin brother of Shankar, the guy (Lollu Sabha Manohar) who ends up with Shankar's phone, and Share Auto Chandran (Anandaraj), the local gangster.
